Officials at the Department for Education and Skills are understood tobe in the early stages of drawing up the plans. It is expected they willbase much of their plan on the experience of a new network of councilsin the West Midlands, which has been set up with the help of theImprovement and Development Agency.
The Regional Policy Network brings together all 14 local authorities inthe West Midlands that have responsibility for children's services.
It will encourage the authorities involved to use outcome-basedaccountability, a methodology developed in the US that helpsorganisations measure the effectiveness of their work in producingoutcomes.
The network is backed with 85,000 from the Beacon Peer SupportFund and is headed by Shropshire County Council and Telford & WrekinCouncil.
