Ofsted's latest report on children's outcomes has revealed some uncomfortable home truths for councils.
Its annual performance assessment for 2007 found progress in improving outcomes is woefully slow and, in some areas, councils appear to be getting worse.
In three out of five of the outcomes laid out in Every Child Matters - be healthy, stay safe and make a positive contribution - fewer councils in 2007 achieved an overall rating of good or outstanding than in the previous year. Many even slipped backwards. In 2007, 22 per cent of councils were labeled just adequate, compared with 16 per cent in 2006.
However, there was some positive news. More councils now achieve good or outstanding grades in terms of enjoying and achieving and economic wellbeing. Also, whereas in 2006, two councils, Stoke-on-Trent and Bristol, were considered inadequate overall, no council was in 2007.
