
Fitt, whose job title will be strategic director for children's services, was previously executive director of children's services at Newcastle City Council.
She said: "My number one priority is ensuring leaders in children's services thrive in their roles so they can improve outcomes for children and young people now and in the future."
The programme is being developed in partnership with the Association of Directors of Children's Services (ADCS) and the Children's Workforce Development Council (CWDC).
The first 24 DCSs are due to start the programme in September.
