
These leadership changes took place across 49 councils, with 13 experiencing two changes in a year, largely due to using interim appointments before appointing a permanent DCS.
Of the changes, which took place during 2023/24, 21 were new appointees, 28 were recruited on an interim basis, 11 were DCSs moving from one council to another and two were former DCSs returning to the role following a break.
The only year where more changes were made was in 2017/18 when there were a record 65 changes to the role England wide.
The average annual number of total changes to DCS post holders is 49, said the ADCS, which has released the figures.
