In its interim report, the Conservative Music Education Taskforce outlined its ideas for the event, which would combine the efforts of teachers, pupils, parents, schools, community groups, the music industry and broadcasters to improve "grassroots music education provision".
The week-long festival of music, which would take place across the UK, would focus on school music and culminate in a televised national competition to find the best school orchestra.
The event, which would be based on the French Ministry of Culture's local music festival Fête de la Musique, would also include:
"The highest standards of music education are essential, yet there are some worrying gaps," the report said. "More than a third of primary school pupils who would like to play an instrument do not currently have the opportunity to do so - provision in many state schools is far from adequate."
The report added that the proposed national music week would encourage schools to "work together with amateur and professional groups".
