Under the scheme set out in a report this week, volunteers would receive credits in exchange for their work on community, social or environmental projects. The credits earned during the experience could be redeemed to go towards university fees, continuing training or a deposit for accommodation.
Blunkett proposed the idea as an addition to the National Citizen Service (NCS), the youth scheme for 16-year-olds currently being piloted by the coalition government. Blunkett’s National Volunteer Programme would run for nine months and cost £7,000 per participant.
Blunkett said: "In the light of the disturbances, criminality and looting, it is now time to address the broader question of how we change values and attitudes fundamentally, so that mutuality and reciprocity come high on the public agenda.
