The urgent Joint Area Review of Safeguarding in the borough, ordered by Balls yesterday, follows the conviction of two men over the death of a 17-month-old boy, known as Baby P, in 2007. Coughlan is chair of the Children's Inter-Agency Group, which brings together the lead agencies in children's services, and was formerly joint president of the Association of Directors of Children's Services.
Balls has taken the unprecedented move of writing to Ofsted, the Commission for Healthcare Audit and Inspection and the Chief Inspector of Constabulary to ask them to "undertake an urgent and thorough inspection of the quality of practice and management of all services which contribute to the effective safeguarding of children" in Haringey.
