Balls announces terms of reference for safeguarding review

Children's secretary Ed Balls has announced the terms of reference for Lord Laming's review on safeguarding.

Balls wants Laming to address three key questions. What good practice has been successfully achieved in safeguarding children since the publication of the Victoria Climbie Inquiry report? What are the barriers that impede efficient and effective work with children and families? And what specific actions should be taken by government, national and local agencies to overcome these barriers?

Balls ordered the urgent review following the convictions of the adults accused of causing or allowing the death of Baby P. 

Balls is today expected to call for a strengthening of children's trust boards. Children's minister Beverley Hughes said: "We want to make sure that every local authority knows there is very senoir scrutiny of all the evidence."
