For many vulnerable children, the digital environment can be a great equaliser, but safe online use is a basic life skill that a sizeable minority of teenagers simply do not have.

For many vulnerable children, the digital environment can be a great equaliser - for example, technology assists and enables a disabled child to play games and joke with friends online without barriers.

However, safe online use is a basic life skill that a sizeable minority of teenagers simply do not have. The result is a widening gap between the majority of young people who are becoming increasingly digitally adept and a vulnerable minority whose online life puts them at risk of harm.
