Different World: How young people can work together on human rights, citizenship,equality and creating a better society, funded by City Parochial Foundation and written by Lemos&Crane, studied government policy and the practice of 40 youth organisations, including Envision, YouthAct and RefugeeYouth.
It calls for youth work to move beyond its traditional role of "personal development" and its government-imposed concern with diverting young people away from antisocial activities, and concern itself with "building awareness of risk, encouraging tolerance, supporting participation and developing leaders".
It also calls for more youth projects to use new communications technologies.
Report author Gerard Lemos said: "Too much negativity has been directed towards young people; and not enough imagination, trust and courage. Optimism is a moral duty that needs to be at the heart of work with young people."
