Section six of the Education and Inspections Act requires local authorities to consider whether the provision of positive activities could be improved by delivering services through alternative providers.
The draft guidance on interpreting the Act calls this "contestability".
But The National Youth Agency and the Association of Principal Youth and Community Officers (Apyco), in their submissions to the consultation on the guidance, want the Government to place more emphasis on the role of youth workers. The Community and Youth Workers' Union is opposed to the whole idea of contestability.
In its response to the consultation, which closes this Friday, The NYA expresses concern that the document refers to youth work methods and approaches, rather than "youth workers".
