David Bell told delegates at a conference on joint area reviews in London: "There are questions about whether a system which covers a broad area, both geographically and in terms of service delivery, can properly capture individual experiences." Bell said one of the main issues to emerge from inspections conducted this year was uncertainty about the balance of focus on universal and targeted services.
He added: "We really do want young people involved in some way, but if you're looking across a local area with young people with particular needs and backgrounds, it's difficult to get youth that's absolutely representative."
