Ofsted published Creating opportunity for young people last week, based on inspection visits of 56 organisations receiving funds from the last round of the Government's National Voluntary Youth Organisations grants scheme.
It concludes that the scheme has been largely effective in tackling social exclusion among 13- to 19-year-olds and improving the quality of youth work in the voluntary sector.
But inspectors found too few opportunities were taken to enable young people's work to be accredited, noting underdeveloped partnerships between voluntary youth organisations, Connexions and local authorities.
They also found that many organisations had difficulties in recruiting and retaining staff and volunteers and poor technology resources, leaving them unable to monitor and evaluate their work effectively.
