The council's chief executive, Susanne Rauprich, said the initiative would build on the work of networking organisations such as local councils for voluntary youth services.
The two-year programme is funded through the Voluntary and Community Sector Engagement Programme, which aims to strengthen the involvement of the voluntary sector in the development of children's trusts.
