The document sets out how joint commissioning can develop as the Every Child Matters agenda moves forward. David Bell, former chief inspector of schools at Ofsted, now permanent secretary at the Department for Education and Skills (DfES), said last week that it will inform a new relationship between professionals.
Speaking at a Local Government Association conference, Bell said: "Creating a new culture cannot be done from Whitehall. It has to be something that people believe in doing in their local area."
Ashley Ayre, the acting executive director for children and young people at Surrey County Council, said the definition of joint commissioning needs to be broadened, and the Government should give councils a freer hand.
