The voluntary framework, which is believed to be the first on this scale, aims to save money and improve service standards through collaboration, encouraging user participation, mainstreaming specialist services and improving relations between suppliers and local authorities.
The East Midlands Centre for Excellence developed the framework and involved local authorities, primary care trusts, children's trusts and voluntary sector organisations.
Six of the region's county and unitary authorities have already signed up to the document, and the remaining three are in negotiation.
The framework cost 80,000 to develop but its authors claim it has the potential to save commissioning agencies millions of pounds a year.
