Steve Hoy was appointed following a recruitment process involving young people. He will be in charge of a service combining the existing Connexions partnership and youth service, with a budget of about 15m and 500 staff.
Councillors approved the merger by only one vote, after protests by youth workers and the Community and Youth Workers' Union. Staff were concerned because the merger will mean the youth service is outsourced to a separate, council-owned company.
