Speaking at the annual conference of the Association of Principal Youth and Community Officers last week, Lewis acknowledged that some councils are unlikely to pay the 5.9 per cent increase to youth service allocations he announced in December, but said the Government could not force authorities.
"You need to lead the drive at local level to ensure that resource is available," he told the conference. He congratulated the association for organising a survey of how much cash authorities are giving services.
Lewis also confirmed plans for a kitemarking scheme that will reward high-quality services. The scheme is expected to be piloted in 2004-05 and rolled out the following year.
