The 1.5m multi-agency project will build a replacement for Wisbech's Oasis community centre, complete with facilities that have been designed for and by young people.
Kevin Howard, neighbourhood manager at Cambridgeshire County Council, said: "The aim is to try to get all the services working in a joined-up way. The idea is that the centre will act as a one-stop shop for youth work."
A homework club, a young parent's advice service and a sexual health clinic will be among the services that the revamped centre plans to offer when it opens to the public next summer.
There are also plans to expand the scope of existing services, such as detached youth work.
