Youth Matters: Education bill will enforce proposals

Youth minister Beverley Hughes last week told Young People Now that the national standards proposed in Youth Matters outlining what services local authorities should provide will be laid out in the education bill. But the bill is unlikely to be as prescriptive as the green paper.

The green paper states: "We propose to legislate to clarify local authorities' duty to secure positive youth activities."

One source suggested the bill may be called the education and inspection bill, implying a focus on the outcomes authorities are expected to produce rather than the services they provide.

The British Youth Council is teaming up with the Children's Rights Alliance for England to push for the bill to include statutory duties on schools to involve young people.
