Youth Justice: Youth Justice Board appoints members

Lancaster University's Alan Billings, dispute resolution specialist Rosemary Hartill, schools adviser Graham Robb and youth court judge David Simpson will join the 12-strong board, which directs youth justice in England and Wales, on 1 October.

Billings is director for ethics and religion at Lancaster and a member of the Home Office's Community Cohesion Panel.

They have been appointed for three years and replace existing board members Cedric Fullwood, Joyce Moseley, Anabella Scott and Charles Wilson.

Howard Williamson, vice-chair of the Wales Youth Agency and Young People Now columnist, has been reappointed to the board for a further three years.

Rod Morgan, chair of the board, said the expertise of the appointees would help "maintain the momentum of change in tackling youth crime that has built up in the past four years".
