Findings from the second phase of the Restorative Justice in Practice evaluation were published last week. The academic study looks at three schemes that unite offenders and victims.
Where projects involve young offenders, the victims were almost twice as likely to agree to take part compared with cases involving adults.
Inspector Nick Spencer, from Northumbria Police Service, said: "The acceptance rate of victims of young offenders was much higher than expected."
The third and final phase of the evaluation will look at how successful restorative justice is in reducing reoffending.
