The Government is keen to expand the use of the approach, which is widely used in juvenile justice, to adult offenders.
The guidance draws on the experience of youth offending teams. It says restorative justice should initially be used with specific groups of offenders and requires strong leadership.
Local criminal justice boards are encouraged but not forced to use restorative justice. Youth offending teams have a target to offer restorative justice to 75 per cent of victims of youth crime and to ensure that 75 per cent of those that take part are satisfied.
