Proposals to be published later this year will clarify who is accountable for ensuring young offenders take part in education, and will look at participation, curriculum issues, and workforce development.
The commitment is laid out in Reducing Re-Offending Through Skills and Employment: Next Steps, a follow-up to the green paper of the same name, published in December 2005.
The paper provides an update on work being undertaken by the Home Office and Department for Education and Skills to improve prison education.
Skills minister Phil Hope recently told MPs on the Education and Skills Select Committee that the work is going well, but said targets for individual offenders should be introduced.
