At the Department for Education and Skills Prisoners' Learning Skills Unit conference on 9 May, Ivan Lewis, youth minister, and Hilary Benn, Home Office youth minister, outlined investment of 10m to increase learning opportunities for offenders.
The 90 per cent target will be met with the help of additional personal advisers in young offender institutions and youth offending teams.
A further 14.5m overall will also be spent to improve jobs and education prospects for offenders leaving custody through the Custody to Work initiative.
