The Sentencing Guidelines Council published draft guidance on robbery last November, setting out different sentence ranges for adults and young offenders, depending on the seriousness of the offence, and a range of mitigating factors.
The Home Affairs Select Committee published its report on the guidance last week. It did not oppose the councils proposal that the starting sentence for young robbers should be a community order, rather than imprisonment, but it did say more detail is needed.
The councils guidance is based on a 17-year-old first-time offender who has pleaded not guilty. The committee said guidance is needed on dealing with young offenders who do not meet these criteria, but it added that young age or immaturity should not necessarily lead to a lighter sentence.
