The call came as the Association of Directors of Social Services and theLocal Government Association's youth crime group launched a discussionpaper on children in trouble at last week's National Social ServicesConference.
"One of the purposes of this document is to make a lot of noise and tryand wrest the criminal justice agenda back into the children's agenda,"said John Coughlan, the group's chair.
Ellie Roy, chief executive of the Youth Justice Board, said youngoffenders faced the same risk factors that lead to poor outcomes forother children.
"We know the best way to tackle this is early prevention. Therefore forchildren most at risk it's important they get a holistic response," shesaid.
