The guidance outlines a twin track approach for young people. It says that where large groups of young people are intimidating either other young people or others, more should be done to make them aware of activities they could get involved in.
At the same time the guidance encourages the police to use the dispersal powers more rigorously. The powers allow officers to designate an area where there have been problems with antisocial behaviour as a dispersal zone.
They can then move on groups of people gathering in the area, and take under-16s home if they are out without an adult after 9pm. The latest ruling on this is that police can use force to remove a young person if they are causing or are at risk from antisocial behaviour.
