The YJB published research into ethnic minorities in the criminal justice system, Differences or Discrimination?, in 2004 and is working with youth offending teams on race action plans.
But Ellie Roy admitted that progress was slow. "It is such a complex issue that people step back from it," she said. "It has been useful for us to try to lead them in steps along the way."
The YJB was giving evidence to MPs on the Home Affairs Select Committee as part of an inquiry into young black people in the criminal justice system.
Roy said: "We know from our most recent data that we had a rise of 115 in the custodial population in 2005/06, and of those 78 were black boys."
