Youth groups to be offered safeguarding help

A scheme to help youth organisations meet their statutory duty to safeguard young people is to be launched later this month.

The National Council for Voluntary Youth Services (NCVYS) will launchthe scheme on 29 September after it found that small youth groups neededhelp to meet their duties under Section 11 of the Children Act 2004.

Susanne Rauprich, chief executive of NCVYS, said the Safe Systemsaccreditation scheme will allow small groups to prove their compliancewith child protection standards.

She said: "We know smaller organisations do not always have theresources or time necessary to implement complex quality frameworks.Neither do they need to have sophisticated policies or systems if theiroperations are simple. Many smaller organisations do not know where togo for appropriate advice."

But David Seward, chief executive of Berkshire Association of Clubs forYoung People, said there were already local initiatives to addresssafeguarding issues. He said: "We are all in the field doing differentthings locally, such as working with local safeguarding children boards.It would be nice if there was a collective voice nationally. Resourcesare becoming limited and many things are being duplicated."
