Youth Green Paper: Antisocial teens to have cards stopped

Young people who commit antisocial behaviour and crime could be banned from getting the discounts proposed in the youth green paper. Eight local authorities will get a total of approximately 30m to pilot "opportunity cards" for young people, entitling young people to reductions on activities.

But the cards will be withheld from young people engaging in "unacceptable" and "antisocial behaviour".

Details of how the scheme will work will depend on the pilots. But Beverley Hughes, minister for children, young people and families, said they would be likely to have 12 of credit.

This could be topped up by parents or the young people, and might also be increased if young people take part in activities such as volunteering.

Young people aged 13 to 16 who qualify for free school meals will receive a monthly top-up from the Government of about 10.

Hughes told Young People Now the cards were also a way of "underlining" the rights and responsibilities of young people.
