Youth Green Paper: Teens may lose out by not having cards

Hughes told Young People Now that young people who snub the card could lose out because they would be unable to access discounts on goods and services or receive the monthly top-up for activities. But she said it was unlikely that a young person would be barred from youth services without the card.

"I want every local authority to produce a very clear prospectus or booklet every year that sets out what young people can expect in their local area in terms of positive activities," said Hughes. "But I doubt that any local authority would make it conditional that you have a card to access the local youth club." She added the cards would not play a role in the information-sharing process outlined in the Children Act 2004, although it would be used to monitor the activities teenagers engage in.
