Youth custody: Too much focus on younger offenders

In Young adult male prisoners: a short thematic report, Anne Owers calls for a "discrete strategy" for young men in prison. She says inspections show that 18- to 21-year-olds do best in establishments that have a specific focus on their needs.

In the report, Owers says establishments should focus on training and activity to reduce reoffending in this age group. She also says consideration should be given to raising the current upper age of a "young offender" from 21 to 24.

The report is expected to influence a Home Office working group that is reviewing provision for young adults.
