Reacting to the Government's full response to an inquiry into the killing, which was published last week, Imtiaz Amin said: "It seems they do not want to wholeheartedly take on the issue of racism and religious intolerance. But they have in principle accepted 86 of the (88) recommendations."
The response to the inquiry did not ban enforced sharing of cells by prisoners - a practice the family wants to see ruled out. It is lobbying for a proposed prison expansion to include a pledge to rule out cell sharing.
However, the response did promise a review of prison mental health services at the end of 2007.
