Young offenders could be forced to wear uniforms while carrying out community service, Home Office minister Hazel Blears suggested this week.
In an interview with The Observer, Blears said the move would boost public confidence.
But a Home Office spokeswoman said although the idea was "something we would consider", it was not yet policy.
The Association of Youth Offending Team Managers accused the plans of being more about "making political capital than reducing offending".
