Formerly a three-bedroom flat in Southgate, the Young People Affected by Crime (Y-PAC) centre was converted by offenders aged 13 to 17. It will support under-18s who have either been affected by crime or been victims of crime.
Keith Napthine, manager of Enfield YOT, said victims were often overlooked in youth offending work, and "in cases where adults are victims of crime, victim support tends to focus on the parent".
He added: "The assumption is that young people would refuse help, but we've found the opposite. They want help, while adults tend to refuse it."
The flat was donated to the Y-PAC project by the Metropolitan Police.
