The poll is the first of a series of surveys of children in care by Roger Morgan, the children's rights director for England, that will be published in CYP Now.
The survey also found most of the children and young people felt having more things to do would be the best way to reduce youth crime. Children said large-scale and worthwhile activities would be most effective.
The 27 young people questioned are all members of Morgan's BeHeard panel, which gives children in care a chance to voice their views by sending a text message.
