Transitions - Young Adults with Complex Needs is the final report of a yearlong research programme led by the Government's Social Exclusion Unit.
The report will be launched by the minister at the Young People Now Foundation's third annual National Youth Conference in Birmingham this week. It contains commitments by the Department for Education and Skills (DfES) and the Department for Work and Pensions to consider shifting policy: from getting young people into jobs, to developing their skills for the transition into employment.
The report's 27 action points emphasise the need for "vertical integration" of services so young people can move smoothly from adolescent to adult services. It includes sections on aligning policies with how 16- to 25-year-olds think, "blurring" the age boundaries dictating what services they are entitled to and making services, particularly housing organisations, more holistic.
