Building a strong workforce adept at handling multi-agency working is important for every local authority. Chris Smith finds out how Kent is tackling the challenges.

There is an old adage that if you want something done ask a busy person.With an annual budget in excess of 1bn and with more than 44,000staff working in a wide range of full- and part-time jobs, Peter Gilroy,former head of social services at Kent County Council and now its chiefexecutive, is one busy man. Yet Kent was among the first localauthorities to have a children and young people's plan in place, whichhas been underpinned by a comprehensive children's services workforcestrategy.

Gilroy decided to make the development of this strategy part of a widerdrive in the local authority towards more customer-focused services."One of the dangers is that you can end up with new silos instead of oldones, so this approach is a cultural and generational shift for us," heexplains.
