Children's services managers are backing away from shared servicedelivery due to lack of money, low staffing levels and poorplanning.

A survey of 178 public sector managers found those in social care andeducation are among the most supportive in the public sector of sharedservice delivery. But after a series of bad experiences they are now themost likely to shy away from such initiatives.

While 34 per cent of all public sector managers said they were notplanning to take part in any further shared service initiatives; thefigure rises to 41 per cent of those in social care and education. Thiscomes despite 98 per cent of social and education managers saying theysupported the agenda, compared with 88 per cent of all public sectormanagers. Just 12 per cent of social and education managers believedtheir staff opposed the agenda, compared with 32 per cent of allmanagers.
