We can protect the many, but some children will die

John Freeman on the impossible task of protecting every young person at risk.

As a society, we need to get some perspective on the problem of child abuse and on the capacity of professionals to stop children dying.

There are about 12 million children in the UK, of which fewer than 100,000 are in care because their parents cannot cope – less than one per cent. That is a large number of children, but a small proportion. Typically, a one-form entry primary school will have perhaps two children in care, either fostered or living in a children's home. Some schools in some areas will have much higher numbers and others will have none at all, so it averages out. Similarly, in a 1,000-place secondary school, you might expect to have 10 children in care – not an enormous number, but nevertheless a group of children whose needs should be considered.
