
When I was involved in the cut and thrust of local budget setting, the problems of the coming year always seemed more urgent than longer-term strategy.
It took a real effort to convince people of the benefits of early intervention. I did find some interesting ways into the debate. I discovered that fixing potholes early and well is far cheaper in the long term than either the quick fix of simply tamping in some hot asphalt, or leaving the holes to get worse and worse and then resurfacing the entire road. Now that I'm no longer at the frontline of council decision making, I've watched developing trends with rather more detached interest than before.
