The 160-strong conference provided a brainstorming session for professionals in the youth, education and health sectors to share best practice.
Jane Davidson, education and lifelong learning minister for Wales, said: "Young people, through our Funky Dragon Youth Assembly, have made it clear that sex education should be combined with relationships and sexual health information.
"Youth workers, as well as the wider community, are crucial in delivering policies that should be inclusive of different cultural backgrounds. Because of their unique relationship with young people, youth workers can direct them to confidential advisory services."
Davidson has already spearheaded the Enabling Entitlement initiative in Wales by making youth participation in the decision-making process for service delivery a statutory requirement, under the Learning and Skills Act 2000.
Enabling Entitlement provides 10 statutory entitlements that young people can expect in Wales, including education, training, work experience, responsive services and facilities; recreational and social opportunities; and the right to be consulted and participate in the decision-making process on services that affect them.
Speaking exclusively to YPN, Davidson explained: "The Enabling Entitlement initiative will set up a mechanism for dialogue with young people. No other part of the UK has made this statutory.
"Since September we have been setting up young people's partnerships in local authorities to pull together all the delivery services and fill the gaps at ground level, and to increase participation."
Every school in Wales will have a school's council by September 2004.
