The report, The Empowerment of Children and Young People In Wales, was produced with Children in Wales.
Following criticisms by Welsh youth forum Funky Dragon, the report recommended that the UKYP should be UK-wide.
Paul Kane, the UKYP's regional co-ordinator, said: "We were disappointed to read negative comments. We were not approached to give evidence or respond.
"UKYP got 110,000 for 2002-03 and 165,000 this year from Government, whereas Funky Dragon got 280,000 in 2002-03."
