Wales: NSF wins praise for clarity of purpose

Campaigners have welcomed the prescribed approach Wales is taking to its national service framework (NSF) for children, young people and maternity services trailed in its consultation, to be launched this Friday.

The proposals contrast with the children's NSF for England, which was criticised for its lack of clear targets and deadlines.

The 10-year children's NSF for Wales will specify 203 key actions in addition to its 21 standards. A third of these will be flagged up for delivery by the end of March 2006.

These "core key actions" will focus on organisational issues, statutory requirements or be low or no-cost, and their delivery will be nationally prescribed.

The remaining actions will be phased in over 10 years as they will have a cost attached to their implementation, and will be prioritised locally.

Brian Lamb, chair of the Special Educational Consortium, said: "The principle of specific, clear, deliverable action as a result of the NSF is an excellent idea."
