Drawing back on the measurement of children's services by numbers in favour of a more descriptive form of evaluation is a very good move. It will force us to look first at the issues underlying inspection results as opposed to the grades. After only a few years, the comprehensive performance assessments felt like an elaborate game between the Audit Commission and councils, and local authorities simply learned how to play a better game.
A move towards more descriptive measurement will signal a maturity in the relationship between local and central government.
