The institute floats the idea in Top Tips for Top-Ups: the Future of Child Trust Funds, a response to a Treasury consultation on what form top-up payments to child trust funds should take.
The think-tank proposes special interviews for young people with Connexions personal advisers or other professionals to encourage responsible use of the money.
