The Institute for Public Policy Research said top-ups should be used toensure poor children do not lose out. In a new report, Top Tips forTop-Ups, it advocates giving an 850 top-up to children from theleast well-off families, but only 150 to those from the mostaffluent families.
Dominic Maxwell, the report's author, said: "A tiered system of top-upsfor child trust funds, with poorer families receiving more, ensures thatthe money goes where it is needed most."
Currently the Government gives either 250 or 500 to allnewborn babies, depending on their parents' earnings. The Government hasalso promised to make an one-off payment of an as-yet-unspecified amountwhen children reach the age of seven.
