The idea for the 200,000 Holt Youth Project centre was originally conceived in 1997 and it has been built with money mainly from local people.
Dick Copas, a project trustee, said: "There was no youth provision in Holt and the council was only doing outreach work with disaffected young people. We felt this was closing the door after the horse had bolted."
Local donations were supplemented by grants from the East of England Development Agency, the Dulverton Trust and the Tudor Trust.
