The move will be announced in the first-aid charity's youth strategy, due to be unveiled on 7 November.
Under the reforms, all youth leaders will undergo compulsory training linked to the National Occupational Standards for Youth Work from next year.
Those who complete the training will be rewarded with an external qualification, likely to be a BTEC.
The training will be available to people over 16 who are interested in working with children and young people and who agree to an enhanced Criminal Records Bureau check.
